An investment environment that is changing fast
As Syria opens up to investment and re-integrates into the regional and international economy, its legal and procedural frameworks are being updated continuously. These are the announced developments we take into account when planning a project:

Investment Law amended by Decree No. 114 of 2025
Decree No. 114 of 2025 amended parts of Investment Law No. 18 of 2021, strengthening investor guarantees – e.g. seizure or expropriation only by court decision and against compensation at real value – and providing for dispute settlement by amicable means, arbitration or the competent courts. US comprehensive Syria sanctions lifted
Executive Order 14312 (30 June 2025) ended the comprehensive US Syria sanctions programme; OFAC removed the Syrian Sanctions Regulations on 26 August 2025, the Caesar Act was repealed on 18 December 2025, and Syria's State Sponsor of Terrorism designation was rescinded on 24 August 2026. List-based sanctions remain on designated persons, including Bashar al-Assad and associates, human rights abusers and Captagon traffickers.

EU lifts economic sanctions on Syria
On 28 May 2025 the Council of the EU adopted the legal acts lifting economic sanctions on Syria, while keeping measures based on security grounds. Targeted measures against individuals and entities linked to the former al-Assad regime remain and were renewed in May 2026 until 1 June 2027.

Syrian Investment Authority activating its single window
The Syrian Investment Authority is automating procedures in its single window and completing its operational readiness; in October 2026 it met representatives of more than 26 public bodies for this purpose. No full official launch date has been announced yet.

Online company formation via the Ministry of Economy and Industry
On 7 July 2026 the Ministry of Economy and Industry's Directorate of Internal Trade and Consumer Protection launched an online service for forming all types of companies and tracking applications. According to the ministry, initial registration takes no more than five working days if documents are complete.
