Digital transformation strategy for government services

The Ministry of Communications and Information Technology works under a national strategy for the digital transformation of government services running to 2030, which is currently under revision for re-approval. Its current phase (2025–2027) focuses on the transition to interactive services.

December 2025

National Health Strategic Plan 2026–2028

On 15 December 2025 the Ministry of Health launched the National Health Strategic Plan 2026–2028, with digital transformation as one of its axes. The plan includes patient follow-up through an electronic health file, as most facilities still rely on paper records.

Electronic payment system (Decision No. 1124)

In August 2026 the Central Bank of Syria announced the adoption of a national electronic payment system under Decision No. 1124 issued by the General Secretariat of the Presidency, setting a licensing framework for payment service providers, e-money providers and payment system operators, including a regulatory sandbox. Cash remains in use, and immediate international connectivity is not implied.
